JHSC Certification Training obligations

Ontario health and safety law requires employers to ensure at least two members of a JHSC, one representing workers and one management, become certified. To become certified, JHSC members must complete both Basic Certification Training (Part I) and Workplace-Specific Hazard Training (Part II).

Ministry of Labour (MOL) inspectors continue to visit workplaces to confirm compliance with JHSC training obligations. For the four year period ending May 31, 2015, MOL inspectors issued almost 3,700 orders for employers to comply with JHSC certification training requirements.
 
MOL inspectors are also seeking evidence of employer compliance with many other health and safety training obligations including: 
  • working at heights
  • worker awareness
  • supervisor awareness and competency
  • WHMIS and Globally-harmonized WHMIS
  • violence and harassment
  • confined space entry, and
  • mobile equipment operator competency.
