New JHSC certification standards

On March 1, 2016, the new Ministry of Labour (MOL) Certification Program and Provider Standards took effect. The Program Standard establishes minimum criteria for both Basic Certification Training (Part I) and Workplace-Specific Certification Training (Part 2), including learning outcomes that must be achieved to gain approval. The Provider Standard establishes the criteria training providers must meet in order to be approved to deliver Certification Training.
The Workers Health & Safety Centre (WHSC) is one of only a few providers approved to deliver both Part 1 and 2 Certification Training.
Ontario health and safety law still requires employers to ensure the certification of at least two JHSC members—one representing workers and one management. This said many Ontario employers choose to certify all JHSC members, helping to prepare each for their significant legal obligations.
Under the new Program Standard, Part 1 and Part 2 training must be completed within six months of each other to achieve certification status. Also new to the certification process is the need to complete approved Certification Refresher Training every three years to maintain this status.

Additional employer training obligations

Ontario health and safety law also requires employers to ensure a range of additional training obligations are met. Examples include: 
  • working at heights
  • worker health and safety awareness
  • supervisor health and safety awareness and competency
  • WHMIS and Globally-harmonized WHMIS
  • violence and harassment
  • confined space entry, and
  • mobile equipment operator competency.
