Road construction and maintenance crews are often just feet away from hazardous traffic. Proper traffic control training, clear planning and adherence to legal standards can help.

In the early morning hours of Tuesday, June 30, 2026, a member of a maintenance crew working on Stouffville Road just north of Toronto was struck by what York Regional Police confirmed to be a passenger vehicle. The worker was taken to hospital in serious, but non-life-threatening condition. The Ministry of Labour, Immigration, Training, and Skills Development (MLITSD) attended the scene to investigate. No further details are available at this time.

Who requires road work training?

The Occupational Health and Safety Act (OHSA) and the Construction Regulations (O. Reg. 213/91, s. 67-69), mandate that workers directing vehicles receive appropriate training, be competent, and benefit from barriers, signs, and traffic control devices outlined in a site-specific traffic protection plan. The OHSA also mandates supervisors overseeing this work be competent.
 
The Ontario Traffic Manual Book 7 – Temporary Conditions (OTM Book 7), including both the office and field editions, establishes additional requirements organizations must follow when conducting work on or in proximity to roadways.

Traffic Control and Signal Person training is for workers who perform these duties and supervisors overseeing these activities. The program offers insight into the extensive hazards related to road work and the measures and work practices designed to protect workers and the public. This includes an introduction to Ontario Traffic Manual (OTM) Book 7 (Temporary Conditions) which provides practical guidance on the use of traffic control devices in temporary work zones on or nearby roads and highways. A hands-on practicum allows participants to demonstrate proper traffic control such as use of stop/slow paddles and three-way communication.

Ontario Traffic Manual (OTM) Book 7 training is designed for road construction crew lead hands, supervisors and others responsible for planning and oversight of traffic control in temporary work zones. There is a “Field Edition” and “Office Edition” of OTM Book 7. This WHSC program explores the “Office Edition” which provides critical information to help guide the development of mandatory traffic protection plans that prioritize the safe flow of traffic ensuring the safety of workers, pedestrians and vehicle operators. To help ensure learning is achieved, participants will work in small groups to apply Book 7 guidelines to a real-world traffic control situation.

WHSC recommends completing Traffic Control and Signal Person training prior to enrolling in OTM Book 7 training.  
 
Both one-day, WHSC programs will also be useful for worker health and safety reps, joint health and safety committees, and worker trades committees, helping them to act on their right to participate in pursuit of safe work for road crews.
