JHSC Certification Refresher training helps workers, their representatives, supervisors and employers meet legal obligations and adapt to changing workplaces for safer, healthier outcomes.
Every certified joint health and safety committee member plays an important role in protecting workers and supporting employers in meeting their health and safety responsibilities.
Certification training equips joint health and safety committee (JHSC) members—both worker and management—with the knowledge, skills and confidence to identify hazards, apply relevant legislation, and recommend practical solutions that prevent injuries and illness.
Ontario law requires JHSC Certification Refresher training every three years. This ensures committee members remain current, capable, and effective, helping workplaces keep pace with evolving hazards, regulations, and best practices.

More than a refresher—staying effective
Certification Refresher training is about more than just reviewing past lessons. It builds on certified JHSC members’ experiences, ensuring worker and employer representatives alike continue to:
● Address issues proactively before they become crises.
● Recommend solutions that prevent harm and build trust.
● Reassure workers that concerns raised will be acted upon.
● Keep committee discussions relevant, productive, and focused on solutions.
When JHSC members are confident in their knowledge and skills, committees function at their best—supporting employers in maintaining compliance while improving workplace health and safety.
Keeping pace with changing workplaces
Every workplace evolves. New technologies, materials, and processes can introduce new hazards. The context in which they operate is also evolving. For instance, the climate crisis is adding hazards like extreme heat, wildfire smoke, and flooding. Occupational health and safety legislation, policies and initiatives of the Ministry of Labour, Immigration, Training and Skills Development (MLITSD) are changing too.
Certification Refresher Training helps JHSC members stay informed about these developments so committees can make timely, relevant recommendations—ensuring overall workplace health and safety programs are not only compliant but effective.
A stronger voice at the table
Refresher training re-energizes committees. Members return with updated knowledge, renewed confidence, and the ability to contribute meaningfully. For employers, this translates into more effective JHSC meetings, better hazard prevention, and stronger support in fulfilling legal responsibilities.
Employer duties for JHSC certification
In Ontario, most workplaces with 20 or more workers—or those using designated substances—must establish a JHSC. At least two members, one worker and one manager, must become and remain certified by completing:
●
Certification Part I – covering occupational health and safety law and hazard identification.
●
Certification Part II – focusing on sector- or workplace-specific hazards and controls.
●
Certification Refresher – required every three years to maintain certification, ensuring members remain current with legislation, standards, and emerging hazards.
If refresher requirements are not met, the certification process must be restarted from the beginning.
